Florano elected as IPPA College member

Ebinezer R. Florano, PhD of the ²έΑρΚΣΖ΅ National College of Public Administration and Governance (NCPAG) was recently elected as a member of the International Public Policy Association (IPPA) College for the 2025–2029 term.

According to the IPPA website, the Association β€œis a non-profit organization created in December 2014 with the aim of promoting scientific research in the field of public policy, and to contribute to its international development.”

 The IPPA β€œaims for the international diffusion of knowledge of public policy, as a contribution to the internationalization of the field. Furthermore, IPPA intends to strengthen the collaboration between the public policy academic community and encourage the exchange of knowledge and experience between public policy experts and students through its different projects,” the website added.

In a congratulatory post on its Facebook page, NCPAG stated that, β€œThe IPPA is a France-based international academic organization dedicated to promoting the field of Public Policy. The IPPA College, composed of 24 members worldwide, helps the IPPA Executive Committee in making internal decisions and policies.”

In addition to being a full professor at the NCPAG, Florano is also a UP Scientist II (2023-2025 cycle), program convenor of the Data Science for Public Policy Program of the UP Center for Integrative and Development Studies, a regular member of the Division 1: Governmental, Educational, and International Policies of the National Research Council of the Philippines, a full member of the Philippine-American Academy of Science and Engineering, and an affiliate of the UP Intelligent System Center.

Florano teaches courses in methods and tools in policy analysis, public policy and program administration, program and project development and management, climate change adaptation/disaster risk reduction, research methods, and introductory public administration, among others.

He earned his Doctor of Philosophy in Public Administration from the International Christian University, Japan, in 2004; his Master of Arts in International Relations from the International University of Japan in 1999; and both his Master of Public Administration and BA in public administration degrees from UPD.
